Duties:
• Serve as Leader of Blackwater’s Environmental Business Unit in Virginia
• Perform business development in Virginia including seeking business opportunities, assisting with proposal development, leading marketing meetings, attending industry events and conferences on behalf of the company
• Make critical decisions in the best interest of the company with limited guidance from leadership while ensuring visibility into those decisions
• Develop and maintain relationships with Virginia clients through regular and consistent communication
• Manage Virginia based contracts including cost proposal development, progress report review, and tracking spending
• Assist with recruiting new hires in Virginia
• Responsible for supervising environmental staff in Virginia
• Track employee performance and conduct annual performance reviews
• Develop and maintain relationships with clients through regular and consistent communication
• Oversee and/or prepare environmental (NEPA) documentation including CE, EA, EIS
• Oversee and/or prepare technical environmental studies such as CEA, ICE, noise, air, etc.
• Lead/manage the environmental review process for Virginia transportation projects
• Interpret existing and new environmental related regulations, policies, guidance and law

Starting Salary Range: $130,000 to $175,000 annually

Requirements

Required Education, Skills, and Experience

  • Bachelor’s degree in environmental planning, environmental science, or a related field

  • Master’s degree in environmental planning, environmental science, or a related field (*degree can be substituted for having 18+ years of practical, relevant experience)

  • 10+ years of practical experience in environmental planning to include expertise in a technical specialty area such as noise, air quality, natural resources, cultural resources, community effects, hazardous materials, or indirect and cumulative effects

  • 5+ years working with the Virginia Department of Transportation and Virginia resource agencies

  • 5+ years of supervisory experience overseeing and directing the work of other staff

  • Demonstrated leadership skills and ability to work independently

  • Excellent verbal and written communication skills

  • Ability to effectively delegate tasks to maintain schedules and workflow

  • Ability to multitask at a high level under tight timeframes

  • Experience managing contracts, budgets, and schedules

  • Solid understanding of environmental regulations and guidance such as NEPA, Section 4(f), Section 106, Section 404, Section 7, and Environmental Justice

  • Extensive experience preparing NEPA documents for transportation projects or energy projects and managing the environmental review process

  • Extensive experience coordinating with regulatory and resource agencies to facilitate environmental reviews

  • Proven success conducting business development and marketing of company services
